Got one of these harnesses for walking the dog in the winter months (no sidewalk/lights in my neighborhood). What's the legality of wearing this on the bike?

Has the ability to set any of 8 solid colors or have them flashing to any combo. I'm guessing the flashing would be an issue but set to like solid yellow?

I just returned from a night ride and saw a jogger wearing one of these. It got my attention... should be fine on a rider.

Beyond wearing clothing that would impersonate a police officer, I can't think of any other laws governing the wearing of clothing or lighting accessories on a person, on or off a motorcycle. The vehicle code regulates lighting equipment on a vehicle, but not on a person. Should be fine.

Would it be ok if it's flashing? Aren't there limits to what flashing lights you're allowed to "mount" on your vehicle?

All kinds of wrong in CVC 25950, nowhere does it mention "mounted on a vehicle", according to;

https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?sectionNum=25950.&lawCode=VEH

Not sure what you're saying here, CVC says:

"VEHICLE CODE - VEH
DIVISION 12. EQUIPMENT OF VEHICLES [24000 - 28160] ( Division 12 enacted by Stats. 1959, Ch. 3. )
CHAPTER 2. Lighting Equipment [24250 - 26106] ( Chapter 2 enacted by Stats. 1959, Ch. 3. )

ARTICLE 15. Light Restrictions and Mounting [25950 - 25952] ( Article 15 enacted by Stats. 1959, Ch. 3. )

25950.
This section applies to the color of lamps and to any reflector exhibiting or reflecting perceptible light of 0.05 candela or more per foot-candle of incident illumination. Unless provided otherwise, the color of lamps and reflectors upon a vehicle shall be as follows:", etc.

Rider isn't equipment mounted on the vehicle, unless by some quirk of fate the LEO determines that the rider is part of the vehicle?? Odd flex... :teeth

I agree- thanks. I do think if one duct (masking?) tapped a flashing or solid red light on their head and road around- they'll be getting pulled over.

Well.... We're talking motor vehicles, right?? :teeth

I've got a light at the back of my bicycle helmet that can shine solid or flash in various patterns, ditto a light at the back of my bicycle that can shine solid or flash, ditto a headlight on the bicycle, etc.

If a motorcyclist or automobile driver taped a light to the back of their head, there'd have to be a 5150 for the auto driver and a ticket for riding without a helmet for the motorcyclist, but that's just me & my literalism/ADD/ADHD. :teeth

Thanks dude!

You can't just ride holding spotlights aimed at people and assume that's fine because it's not mounted to the bike. That'd be distracting to other drivers and a safety hazard. Likewise, I'd be astounded if the legislature felt it was fine to adorn whatever other lights you could imagine. The law says "Upon a vehicle" and if you're the rider, you're upon the vehicle. The one degree of separation from it being on you and you on the bike is so negligible as to be inconsequential.

I wouldn't go around riding with things that may/may not be illegal in a gray area unless you want to get pulled over. Anything besides red/amber to the rear, or white/amber to the front is going to be questionable enough to merit attention.

On a related note, I've been using a Lumenflex LED 'sticker' on my helmet ever since seeing someone with one on the Bay Bridge. I literally noticed them from a half-mile away, and that was during the daytime.

A coworker says he's noticed me from a mile away in traffic. Cars seem to notice the helmet LED more than they notice my modulating headlight.

I have no connection with the company other than I've bought from them and love their product. It's definitely gotten me noticed while riding.

(You can plug it in to your bike or into a 7-hour battery pack that's about the size of a pack of cigarettes.)
