Call the police, preferably from the town from which it was stolen.

This right here! ^^^

Hopefully the owner already made a police report with the agency who has jurisdiction over the location the item was stolen. If not, the owner should make a report right away.

Contact that agency and provide the information you have regarding the location of the stolen property or any investigative leads. See if they are able to help.

If it's in another city, the city with the report can always try to coordinate something with the outside agency.

But random uninvolved cops aren't going to be able to do anything for you beyond giving the advice above.

It was stolen in one City but is listed in a different city, City Police ( in both these cities ) are so busy these days I think that coordinating with the different city would take to long and it will be gone/sold to someone by that time. I will know a little morre tomorrow, as I am 3 times removed from the person it was stolen from.

Is there at least a report made in the city it was stolen from?

Not sure if this will help, but from personal experience a few years ago I had a bicycle stolen. I can't recall if I made a report or not. I probably did.

A few weeks later, by chance I saw a teenager riding my bike. I parked about a block away where I could watch him without being suspicious. I called the police and told them that I was going to confront the suspect and attempt to recover my bicycle. The police arrived within minutes and recovered the bicycle for me. I believe the phrase "confront the suspect" was a big motivation for the police to jump into action.

I hope your friend recovers his "two wheel item" :thumbup

Yes there was a Police report,. The owner has contacted the police , I don't know the outcome , except that it is no longer up for sale
I will post here if I find out what happened.
