transport on trailer requires registration?

I recall something coming up in discussion about red/green OHV dirt-bikes and trailering them. Then it moved to non-op for track bikes and them needing registration as well.

Is there code somewhere requiring transporting track-bikes on open-trailers and having them on non-op OHV registration?
