Can too stiff equal notched steering head bearings?

Did you look into where I found mine @ allballsracing.com ?
They do replaceable kits of tapered rollers for lots of bikes
I did but I'm not sure about All Balls quality.

I'm not saying It's not there, I'm just not sure. I know SKF and NSK.

I went with the SKF bearings even though they were $20 more than the set from All Balls.

The bike is going back to the company service center (not a dealership) so I hope that this set is at least a 50,000 mile fix. The bearings are higher quality than stock, and the installation is being done exactly to manufacturer tolerance. If it turns out that these are a 10,000 mile consumable part because of some design quirk (not faulty parts or improper installation), then I'll probably get them from All Balls in the future. I'll spend the money saved on removal and installation equipment.

So as a follow up,

that set that the service center put in gave up the ghost at 30,000 miles.

I bought the tools from Motion Pro and did the last swap myself. Its 12,000 miles later and there is no sign of that 10,000 mile notch from the previous 3 sets of tapered roller bearings.

The thing I did different was to just tighten the bearings to the factory torque spec. I didn't "crank 'em down to seat the bearings, back it off and then torque to spec" as it was explained to me by the previous folks that did the job to assure me that the bearings were seated well and would last.

... only way to make sure your new bike is built to spec. is to tear it down and rebuild it...
...that used to be the case and seems to be still true even today!...
