Same situation here. I smashed our 'burb in December of 2018 and put it on PNO when it expired in January of this year. Just recently slapped on a couple doors and took it to be smogged on 5/11, then mailed off the PNO reg same day. Wouldn't let me do it online. Check still hasn't gone through as of today. Their website says up to 6 weeks for mail in. I kept it insured the entire time and figured it was legit enough, so I've been driving it.

That makes me think Sacramento is swamped, they are probably getting almost all of the paper work for the whole state. I say that because when I dropped my paperwork at Oakland DMV, they sent it back, needing a correction, within in a week and cashed my check quickly. I even received my refund already, because I over paid. I don't have the Pink slip though, but that always seems to take awhile.
