Our neighborhood (like most others) is ass-deep in kids riding e-bikes, which range from 15mph mopeds to 35mph e-motorcycles with pedals.

Was chatting with some of the parents, and they asked me (b/c they know I ride motorcycles) what they can use to teach their kids to be safer (note that I didn't say 'safe').

I always start with a problem by assuming I'm not the first person who's ever had it...who else has addressed this and how?

I noticed in our neighborhood, and this is one with big speed bumps, a dramatic increase in ebikes, emotos, and even old fashioned ohvs.

This young lady is blasting around the curve and I almost didn't see her before pulling a left turner on her. Last night there were a few younger hoolis riding some small 2 stokes with no lights and or helmets at night, popping wheelies, etc... And some of those emotos are fricking ripping like 40 through the residences...

If the parents didn't do their homework on the laws surrounding the vehicle they bought their children, and aren't enforcing helmet, safety and speeding laws on their own children, you have an uphill battle for kids riding electric motos on the streets.

It's really basic
Class 1, 2 or 3 are clearly defined in CA.
Many kids are riding non-street legal emotos (surron, eride pro, etc) on the street.

My kids pushed hard for fast emotos to ride on the street because "that's what all our friends have" , I held the line and dealt with the static that they can only ride class 1, 2 or 3 on the street and we have dirt bikes for off-road. There is no use case for us for a surron or eride, even though they are rampant.

First step is to ask if they know about e-bike classifications and if not present it to them. Second step would be to see how they react to the knowledge that their kid may be riding an illegal motorcycle on the street.

I have read a bunch of concerns both un and justified. Awareness is good. I don't remember where what stuff is where, so hey, I try to put it on the BARF! The LEO forum might be good place to query about traning that has been funded. Or the CHP.
But yeah, helmet and gloves, duh.

Maybe. Host an e Moto safety meeting in your garage.
Have the kids do some safety drills.

Honestly I’d just start with basic road awareness vids (like defensive riding stuff) and then ride with them a bit - kids learn way faster when you point things out in real time.
