No pedals, bicycle infrastructure ; I think this… I can’t figure out what segment this addresses

SB 586, as introduced, Jones. Off-highway motor vehicles: eMotos.
Existing law regulates the operation of bicycles, motorized scooters, and electric personal assistive mobility devices, as defined.
This bill would define the term “eMoto” as an electric two-wheeled device built on a bicycle infrastructure that does not have pedals or an engine number and is not subject to registration under the Vehicle Code.
Existing law defines an off-highway motor vehicle as a motor vehicle that operates on lands, other than a highway, that are open and accessible to the public, as specified. Existing law establishes rules for the operation of an off-highway vehicle and imposes specified safety requirements, including, among other things, a requirement that a person operating an off-highway vehicle wear a safety helmet. Existing law requires every off-highway motor vehicle that is not registered under the Vehicle Code to display an identification plate or device issued by the Department of Motor Vehicles, except as specified.

 
Kids seem to hurt themselves on e bikes that parents buy for them to eliminate the pestering. Folks don’t always understand that some skills, training and awareness are required for survival. Gear too.

I think/ hope that what this is about. CHP and off highway references don’t make sense to me. Maybe I’ll read it again
 
The bill would require CHP to implement a related rider safety program. CHP already has enforcement jurisdiction in OHV areas, along with other agencies and the bill would require them to extend enforcement to emotos too.

I thought the term Motor Vehicle applied to eMoto's since you know it has a MOTOR.... so EXISTING law would apply. Now I understand MANY MANY (90% of eBIKE / eMoto) riders down follow the LAW. That is the problem with enforcement of EXISTING laws, like import of illegal motor vehicles etc... (sold via websites without Engine numbers etc...) why the need for more LAWS???

Well, technically we've been riding Enginecycles all this time.
Motors are electric.

Different cities different rules, all clustered in greater Phoenix.
Starting @ 12, 14, 16, years old, different max speeds, different power levels, allowed.

I want to know how a visual will give you age and power level at a rolling glance ?

That’s called “natural selection”. Just let it be.
 
The problem is that the kids take out others too. Yes, this has happened.

A number of California legislators are trying to write a variety of legislation around kids and ebikes as well.

What would you want to see in legislation?
