Selling track bike in CA with delinquent CA reg

I've got a track bike that I've owned since 2004, always kept registered because I could never figure out how to get DMV to find correct paperwork for never-to-see-the-street-again streetbike and thus had to keep insured....

Reg hasn't been paid since 2017 for "reasons". I just got a dupe title but had to argue against paying the $700 in back fees because I was going to sell it out of state. That sale fell through. I figure most likely it will stay in CA when sold.

Because of the carbs and exhaust, it would be silly for the buyer to try to make it streetable again, whether they do or do not, what happens to the delinquent registration? Can I just transfer the title and forget about the reg? (Already gone to collections long ago).

Is there a law against using a Non-Op on the track? I wouldn't think so, it's private property no?
 
DMV will not non-OP a vehicle if more than six (?) months overdue, as far as I know from the usual renewal notices.

However, there *is* (or was) a law saying that the bike had to be registered to even be trailered on the street. I started a thread about that on here.. probably back in 2003.
 
Wasn't there a deal a couple years back where bikes were getting cited at Laguna, since its a county owned track? I don't recall the details, maybe someone here will- and for sure can have the story AFU.
 
I heard the cops came through looking for stolen bikes :) but that was.. 15 years ago.
 
AFAIK, the seller can't complete transfer into their name until the reg fees are paid. They can start the process, but the DMV will keep you as the owner and the buyer as the pending owner until the fees are paid.

I'm about 75% confident on that.

I was able to transfer the title of an expired vehicle that required a Smog by choosing to register it as non-op when I went to the DMV. Same may apply to vehicles with back fees in that title can be transferred but not made current until fees are paid.

This is really a question for DMV, not law enforcement.

I've bought stuff with reg fees outstanding. DMV will transfer the ownership and suspend the process until fees are paid. You will keep a stack of paperwork and not receive a title until the registration fees are cleared up. FWIW, I don't do this anymore. I like having a title for everything I have.


Edit: In your situation, I once had fees waived because I filled out a non-op form stating it hand't been used on the street since the registration expired. It took a statement of facts and the correct section of the Reg 102 form.

After waiting on hold for 55 minutes this morning, that's what the guy eventually told me to do, so I have done did it. Crossing my fingers they accept my narrative.

To answer this question, I started this thread a few years ago when I was faced with a similar issue... Track bike, out of state registration with back fees, title not in my name etc.

I bought a similar track bike that likely has back fees. I'm not planning to reg it in state but I need to get a clean copy of the title. Based on your earlier post it sounds like you had to argue to get a replacement copy of the title due to the fees?
 
I bought a basket case scooter. Current owner had the pink but never registered it for street since it didn't run. I got it for free so I went down to DMV with a signed letter stating that it hadn't run since the last registration. DMV refused to transfer title,even to Non-Op until the back fees were paid. ($450)
She even said I could pay the fees then maybe they'd refund them. I found the entire process stupid so I left. It's going to only be on local roads around where I live now so I don't really care.

As is typical with CA... they have all sorts of added red tape around everything including scooters. Paying $450 in back fees for a free scooter makes very little sense!
