WTF CHP-commercial vs personal use Catch 22 much?

Maybe not a bad law. My shitty neighbors have had under the table construction workers parking vans and large trucks nearly daily for several years now. No commercial signs on any vehicles and makes me paranoid having some dude hanging out in a van waiting around with burglaries fairly rampant in the hood these days.
